National identification numbers ("personal numbers") consist of 11 digits, where the first six are your date of birth and the last five are your ID number.
Personal numbers are assigned to all people registered in the National Population Register as being residents of Norway.
They can also be assigned to Norwegian citizens living abroad in connection with issuance of a Norwegian passport. Applications for personal numbers for minors under the age of 10 must be lodged together with an application for passport. For persons aged 10 years and older, personal numbers must be obtained before a passport application can be lodged. Please note that this will require two visits to the embassy, one for each application. The same applies if the applicant will turn 10 before the application for personal number is finalised.
A personal number cannot be assigned to Norwegian citizens living abroad solely for registration purposes.
Before an application for personal number is lodged, the paternity of the applicant must be established and recognised in Norway. Please note that to be listed as the father on a foreign birth certificate is not sufficient. The embassy has made a flowchart showing which documentation must be presented when applying for a personal number.
Because personal numbers are only allocated for passport purposes, both parents must be present to give consent for applicants under the age of 18, unless consent for passport has been provided and registered prior to the appointment.
All enquiries about personal numbers should be addressed to the embassy in Canberra. The staff at the Norwegian consulates cannot be expected to answer enquiries about personal numbers.

The application form for applications for personal number is not available to the public but is completed by the embassy during your appointment.

If the applicant's parents were married at the time of birth, the parents must register the marriage in the Norwegian National Population Register before an application for personal number is submitted.

Please note that the marriage cannot be registered through the Embassy, nor does the Embassy verify marriage certificates.
If paternity was established in Australia on presumption of paternity arising from cohabitation, documentation must be provided showing that the parents were living in a de facto relationship during the period beginning not earlier than 44 weeks and ending not less than 20 weeks before the child was born. There is no set requirements for what documentation to provide, but may typically include tenancy agreement in both parents’ names, sales contract or a registration of residence. It is up to the National Population Register to determine if the provided documentation is sufficient.
A declaration of paternity must be made on a specific form. The form is only available at the embassy in Canberra, not online. The form must be signed by both parents, and the signatures must be verified by the embassy staff. If you require a declaration of paternity, you must advise of this when making the appointment at the embassy to ensure that the appropriate staff is available to receive your documents. A nominal fee will be charged for this service.
Paternity determined in accordance with foreign law and regulations may be recognised as valid in Norway. Applications for recognition must be submitted to NAV International who will assess both the legal processes and the material requirements the relevant country has based the determination of paternity on.

How to document residence status
Australian visas and resident status must be documented by Visa Entitlement Verification Online (VEVO).
Fill in the correct information, i.e. date of birth, nationality, passport number and either visa grant number, visa evidence number, transaction reference number or password. For more assistance, please contact the Australian immigration authorities.

New Zealand visas and resident status must be documented by authorising the embassy to access the information on the online Visa Verification Service or by providing a "Letter of Denial" from the Department of Internal Affairs.
Applications for passport
Applications for personal numbers for minors under the age of 10 must be lodged together with an application for passport.
For persons aged 10 years and older, personal numbers must be obtained before a passport application can be lodged. This will require a second visit to the embassy.

The embassy will be notified electronically once the National Population Register has allocated a personal number.
When the personal number is available in the Register, the embassy can start processing the application for passport for applicants under the age of 10.
Applicants over the age of 10 will be notified that a personal number has been allocated, and will be requested to book an appointment online to lodge an application for passport.
