Passport and citizenship
Citizenship entails affiliation to a state with rights and obligations in relation to that state. Norwegian citizenship is granted in accordance with the Norwegian Citizenship Act.
Only Norwegian citizens can apply for Norwegian passports. Whilst most Norwegian citizens may apply for a Norwegian passport, a Norwegian passport does not grant the holder Norwegian citizenship. If you have never held a valid Norwegian passport, or your passport has expired, you do not lose your Norwegian citizenship. Neither do you obtain Norwegian citizenship if you have been issued a Norwegian passport in error. Norwegian passports are issued based on the registration in the Norwegian National Registry. To be issued a Passport, you must have a national ID-number ("Personal number") and be registered as Norwegian in the Registry.

National identification numbers ("personal numbers") consist of 11 digits, where the first six are your date of birth and the last five are your ID number.

In accordance with the Norwegian Passport Act §3, it is a condition for entitlement to a Norwegian passport that you provide proof of your identity and your Norwegian citizenship.
