In accordance with the Norwegian Passport Act §3, it is a condition for entitlement to a Norwegian passport that you provide proof of your identity and your Norwegian citizenship.
The same rules and procedures apply for both first time applications and applications for renewal. Please read all the information below before booking an appointment.
The embassy only receives applications from Norwegian citizens. If you wish to apply for an Immigrant's passport or travel document, please see the UDI's website.
The Embassy cannot recieve applications for national ID-cards.
All applications must be submitted in person at the embassy in Canberra. Applicants under the age of 18 must be accompanied by at least one parent/legal guardian. Please complete the form below for more information about how parents/legal guardians can provide their consent.
The embassy will try to travel to New Zealand and Perth once a year to receive applications for passports at the consulates. However, this cannot be guaranteed. When a decision has been made to travel and a date has been set, information will be published on our website and on the online appointment portal.
Alternatively, all applicants may apply in Norway or at another Norwegian embassy abroad.
When applying for a passport, the application form will automatically collect some information from the Norwegian National Population Registry. If there are any issues with the registration in the Registry, this may cause problems for the passport application.
In the embassy's experience, the following issues commonly come up in connection with passport applications:
1) Registration of citizenship. Anyone who emigrated from Norway between 1960 - 1975 may be registered with citizenship unknown.
2) Registration of name. If you have ever changed your name abroad, you must register the name change in Norway. The name change must be registered before you can apply for a passport.
3) Due to a technical update in the Registry some years back, the registration of place of birth has been deleted from the Registry for many people.
If you are unsure if any of these issues apply to you, we recommend that you contact the Registry (Norwegian Tax Administration) to verify that you are registered correctly before you make an appointment to apply for passport.
When applying for a Norwegian passport, it is your responsibility to provide evidence that you are eligible to be issued a Norwegian passport.
All relevant documentation must be provided in original at the time of appointment. Electronic documents must be provided in A4 printouts. Previously submitted documents will not be considered.
Biometric data, including photo
The following biometric data will be captured by the embassy during the appointment:
For applicants under the age of 10: photo
For applicants aged 10-12: photo and signature
For applicants 12 years or older: photo, fingerprints and signature
The embassy will make all endeavours to carry out the required biometric capture during your appointment. However, unforeseen problems may arise either during the appointment or during the subsequent processing. If the embassy is unable to capture the required biometric data, including photo of children, you may have to come back to the embassy for a new appointment. The embassy cannot be held responsible for any inconvenience, financial or otherwise, this may cause.
Application form
The application form, statutory declaration etc. for applications for passport are not available to the public but is completed at the embassy during your appointment.
Application fee
The application fee must to be paid during your appointment and includes a surcharge to cover bank charges. The embassy does not accept cash.
Checklist for passport applications
The documentation required when applying for a passport, differs depending on the applicant's individual situation. To assist you in identifying the required documentation for your situation, please fill in the questionnaire below for each applicant. This will create a checklist which if followed should ensure that you will not be turned away due to lacking documentation during your appointment.
How to document residence status
Australian visas and resident status must be documented by Visa Entitlement Verification Online (VEVO).
Fill in the correct information, i.e. date of birth, nationality, passport number and either visa grant number, visa evidence number, transaction reference number or password. For more assistance, please contact the Australian immigration authorities.

New Zealand visa - must be documented by authorising the embassy to access the information on the online Visa Verification Service or by providing a "Letter of Denial" from the Department of Internal Affairs.
Documentation of visas and residence status in other countries depend on the country where you reside.
Due to mandatory biometric data capture, all application for passports must be lodged in person at the embassy in Canberra. Even if the embassy will make all endeavours to carry out the agreed biometric capture, unforeseen problems may arise. The embassy cannot be held responsible for any inconvenience, financial or otherwise, this may cause.
Applications will be received at the embassy in Canberra by appointment only. If you arrive without an appointment, you will not be seen.
Each applicant must create an individual appointment. If you are also lodging an application for retention of citizenship, separate appointments must be made for this. Please allow a minimum of 45 minutes processing time per application.
All appointments must be booked online. Through our online booking system you can book, re-schedule or cancel your appointment at any time. If you do change your appointment, please remember to cancel the old one. New appointments become available in the portal on a daily basis two months in advance. Thus, it is not possible to book an appointment more than two months in advance.
Please note that the Embassy is currently experiencing a very high demand for appointments.
The processing time for a Norwegian passport is generally up to 4 weeks. This includes processing time at the embassy, production time in Norway and shipment of passport from Norway to the embassy.
Embassy staff can provide an indication of the current production time during your appointment. However, please be advised that there may be outside factors that lead to longer processing times, such as a shortage of raw materials.
Please note that if the application was lodged together with an application for personal number, the processing time for passport will come in addition to the processing time for applications for personal number.
As a main rule, the new passport should be collected in person from the embassy where the application was lodged. Once the embassy has received the new passport from Norway, you will be notified that the passport is ready for collection.
If you do not wish to collect the passport in person at the embassy, you must either organise and pay for a courier company or provide a pre-paid self-addressed return envelope if the passport is to be forwarded by mail. Passports are only sent to the address registered in Norway or an address provided when the application was submitted. Please note that the embassy accepts no liability if a passport is lost or damaged in the mail.
Please be advised that before the new passport can be received, all previous passports must be cancelled. If you need your passport between lodging the application and receiving the new passport, you must hand in your current passport to the embassy for cancellation once you no longer have need for it, or bring it in for cancellation when picking up the new passport.
Please note that it is your responsibility to transfer any current visas or permits linked to the old passport to the new passport.
In exceptional circumstances, your application may be rejected. If your application has been rejected, you will receive a written explanation as to why it was rejected and information about your right to appeal the decision.
