Norwegian citizens who wish to apply for a passport must first obtain a Norwegian personal number

What are personal identification numbers:

Personal identification numbers consist of 11 digits, where the first six are your date of birth and the last five are your ID number.

Who can obtain a personal number:

Personal numbers are assigned to all people registered in the National Population Registry as being residents of Norway. They can also be assigned to Norwegian citizens living abroad in connection with issuance of a Norwegian passport.

It all begins with a DNA test

DNA test

When you come to the Foreign Service Mission, samples for a DNA test will be taken of the mother and child. You must order and pay for the DNA test, and you must show the payment receipt and the reference number (test number) when you come to the Foreign Service Mission to apply for a passport.

Order a DNA test

Download Oslo University Hospital’s (OUS) form for ordering DNA tests (PDF format).
Complete and save the form and send it as an attachment to rettsgenetikk@ous-hf.no.
OUS will send you an invoice and a reference number (test number) by e-mail.
Pay the invoice .
Bring the reference number (test number) OUS gave you to the Foreign Service Mission.

Required documentation to be presented at the time of application:

Appointment

An appointment will be scheduled for you after you have gotten a reference number from OUS. You (and the child) must show up in person for your appointment.

You must bring the following documentation that will be enclosed with the application:

Passports of both parents, or, if applicable, another form of authorised ID document.
Birth certificate for the child.
Marriage certificate (if the marriage is not registered in the National Population Register)
If unmarried documentation of the mother’s marital status at the time of the birth (Certificate of spinsterhood).
Documentation of paternity. Read more about paternity at NAV.
Reference number (test number) that you receive from Oslo University Hospital when you order the test.

Foreign documents (certificates and copies of non-Norwegian passports), must be translated to Norwegian or English (this does not apply to international birth certificates) and legalised or endorsed with an apostille by the Ministry of Foreign Affairs in the issuing country.

Documentation of paternity:

Depending on your family situation, the National Registry or NAV may require documentation of paternity before a personal number can be allocated.

Acknowledgement of paternity:

If one parent is registered in the National Registry as resident in Norway an acknowledgement of paternity must be made at the Embassy in Pretoria. This requires a specific form that is only available at the Embassy. The form must be signed by both parents in the presence of assigned Embassy staff.

Acknowledgement of paternity established abroad:

If paternity or co-maternity for your child has been established outside of the Nordic countries, you may apply for recognition of the foreign decision in Norway. Find more information on NAV's website: Paternity or co-maternity established abroad - nav.no
