Passports

To schedule an appointment at the Embassy in Abuja, please send an email with a copy of your current Norwegian passport and your entry visa/residence permit for the country you are applying from to HERE . 

The Embassy will not be able to assist anyone without an appointment.

Please bring the following documents:

• Your current passport
• Other valid photo ID – if your current passport expired more than three months ago
• Documentation of other citizenship (if applicable)
• Valid residence permit in the country you reside (if applicable)
• Certificate of Retention of Norwegian citizenship beyond the age of 22 (if applicable)
• Certificate of Norwegian citizenship (if applicable)
• Receipt of payment (see details under Fees)

Before applying for a passport, the child must have a Norwegian Personal number.

Please bring the following documentation:

• Current passport (if applicable)
• Other valid photo ID – if your current passport expired more than three months ago
• Birth certificate showing the names of both parents
• Both parents' passports. This also applies if one of the parents is not Norwegian
• Residency permit (of child and Norwegian parent)
• Receipt of payment (see details under Fees)

Children must be present when applying, and accompanied by one or both parents. If only one parent accompanies the child, he/she must bring a signed consent in original from the absent parent, stating that he/she accepts that the child will apply for a passport. They must also bring the original ID/passport of the absent parent.

Fees:
Application for Norwegian passport: persons over 16 - NOK 1290
Application for Norwegian passport: persons under 16 - NOK 770

Application for Norwegian temporary passport (Emergency passport) all ages: NOK 1690

Payment

Fees can be paid in both Norwegian Krones or Naira. 

Payments for applications submitted at the consulates are to be paid to the consulates.

Change in fee structure

As of 19 October 2020 with introduction of the new Norwegian passports the fee structur for passport fees changed in order to reflect actual costs related to the production of passports. The cost of applying from Embassies abroad is now higher than applying from within Norway. The cost of applying for a new passport in Norway is as follows:

Application for Norwegian passport: persons over 16 - NOK 570
Application for Norwegian passport: persons under 16 - NOK 342

Children under 5: 2 years
Children 5-10: 3 years
Children 10-16: 5 years
Adults and above 16: 10 years

Children who need to apply for “Retention of citizenship by the age of 22” will be granted a passport that is valid until the day before he/she turns 22 years of age. Please see information about retention of citizenship below.

A person in possession of an ordinary passport may be issued a second passport when there is a documented need for it, e.g. in connection with extensive business travel that requires frequent visa applications. A signed letter from the employer must be submitted with the application stating the need for the extra passport for work purposes.

The second passport will have a maximum validity of two years.

Lost or stolen passport:

You are required to report the loss of passport to the local police. When you get the police report you can apply for a new passport.

Temporary passports/Emergency passports:

Until further notice you can apply for an emergency passport either at the Embassy in Abuja or at its consulates. 

An emergency passport is issued in the same way and according to the same rules as for an ordinary passport. It is only valid for one return journey and must be handed in to the police when arriving in Norway at the end of the trip.

Please note you must research whether your intended transit countries accepts handwritten (non-biometric) passports since not all countries do.

Please bring the following documentation:

• Loss of passport Affidavit from the local police
• The applicant must prove his/her ID (with Norwegian driver’s licence, Norwegian bank card, birth certificate etc.)
• The applicant must prove his/her Norwegian citizenship (an interview may be conducted)
• One colour passport photo
• Flight ticket showing travel back to Norway
• Receipt of paid fee (same as ordinary passport)

Change of name

Name(s) stated in the passport application must be identical to what is registered in the Norwegian National Register (‘Folkeregisteret’). Should you wish to change your name this should be completed prior to your visit to the embassy. Please contact the The Tax Administration, National Registry for more information regarding name change.

The processing of name change will normally take about 3 weeks.

Retention of citizenship

A person who acquired Norwegian nationality at birth, but who has not resided in Norway for a total of two years, or in Norway and other Nordic countries for a total of seven years, will lose the Norwegian citizenship automatically when turning 22, if having dual citizenship. You may, however, apply to maintain your Norwegian citizenship. Such an application must be lodged after the age of 21, but before the age of 22 through the nearest Norwegian foreign service mission.

Please note that if you are a second generation Norwegian having been born abroad, it may be more difficult to retain your Norwegian nationality.

Further information concerning Norwegian nationality may be obtained from the Norwegian Directorate of Immigration.

If you emigrated from Norway between 1960 and 1975, and has not since been registered as a a permanent resident in Norway, you are requested to contact the Norwegian Embassy before applying for a new passport.

The Norwegian Directorate of Taxes decided in 2012 that that the citizenship of persons who emigrated from Norway in the period 1960–1975, and who have not since been registered as permanent residents in Norway, will be altered from “Norwegian” to “unknown” in the National Population Register.

If you are affected by this, the Embassy will have to raise the matter with the Directorate of Taxes. 

• You will have to prove your Norwegian citizenship. Please note that you may have lost your Norwegian citizenship automatically if you actively applied for and acquired citizenship from another country.
• You will be asked to provide a copy of your old Norwegian passports and the full names and dates of birth of your parents. If you do not have an old Norwegian passport, you must provide the following information: full name, date and place of birth, and the full names and dates of birth of your parents.
• If you were born abroad, you should also provide a copy of your birth certificate or family book.
• You will need to provide residence permit in the country you reside.

If you have since acquired citizenship of another country before 01.01.2020, the Embassy will ask you to provide information about this in order to clarify the situation before taking up the matter with the Directorate of Taxes. Documentation of citizenship of the country concerned, such as a copy of your passport or certificate of citizenship, must be provided. You will be asked to clarify whether your citizenship of the country concerned was awarded on the basis of an application or in another way. If the Directorate of Taxes concludes that your Norwegian citizenship has been lost, your citizenship in the National Population Register will be altered accordingly.

Clarification of your citizenship will take a few weeks. If your citizenship is reverted to “Norwegian” in the National Population Register, the Directorate of Taxes will notify the Embassy, which will then notify you. If it is decided that you are no longer a Norwegian citizen, for example due to loss of citizenship, you will receive a copy of the decision directly from the Directorate.

From 1 January 2020, it is allowed to have one or more citizenships in addition to a Norwegian citizenship.

Persons who have previously been Norwegian can now apply to have their Norwegian citizenship back.

From Monday 3 February 2020 these categories of applicants will be able to apply in UDI's online portal:

• retention of your Norwegian citizenship;
• those who have previously been Norwegian;
• those born before 2006 and whose parents were not married at the time of birth
