Programme Officer Development Cooperation Sudan

The Embassy of Norway in Khartoum, currently located in Nairobi, represents Norway in Sudan. Norway’s engagement in Sudan includes support to the political process, humanitarian response, and development cooperation.

The Embassy has a 1-year vacancy (with possibility for extension) as Programme Officer in the Embassy’s development team. The position is available from April 2026.

Main duties:

  • Grant management mainly within livelihood, economic resilience and food security. Follow up and monitoring of ongoing projects, programmes and funds. Assessment of funding applications and reports, including budgets, financial and audit reports. Preparing decision documents and agreements. Commissioning independent reviews.
  • Reporting on relevant developments in thematic areas related to the portfolio.
  • Represent the Embassy in meetings with development partners and other relevant stakeholders.
  • Give assistance to the Embassy administration, including organizing meetings, travels, and bookings.
  • The Head of Mission may decide changes to assigned duties. Restructuring of the work done at the foreign service mission may impact on the main duties.

Qualifications

  • Master’s degree in political science/social sciences/economics/development studies, or equivalent, is a requirement.
  • Experience with grant management is a requirement.
  • Experience from development/humanitarian related work from donors, international agencies or NGOs is a requirement.
  • Knowledge about the development/humanitarian context in Sudan is highly desirable.Competence within the thematic areas is highly desirable. Experience working with thematic areas in conflict contexts is an advantage.
  • Knowledge about and experience with the multilateral system is an advantage.
  • Excellent command of written and spoken English and Arabic.
  • Valid work and residence permit in Kenya is a requirement.

Employment modalities

The position is based in Nairobi under a local contract. Remuneration as programme officer. A professional and conducive working environment will be offered, in addition to insurance and regulatory pension benefits. The programme officer will be based at the Norwegian Embassy in Khartoum, currently co-located with the Norwegian Embassy in Nairobi.
