We are alarmed by reports of strikes in which civilians have been killed or injured, and basic services including markets, medical facilities, and primary schools affected. We are particularly troubled by multiple credible reports of conflict‑related sexual violence against women and girls, and underscore the absolute responsibility of the Sudanese Armed Forces (SAF), the Rapid Support Forces (RSF), and their allies under international law to prevent such acts. They must be held accountable for all violations. These events reflect patterns repeatedly observed across other conflict‑affected areas of Sudan which must cease.
All parties to the conflict must respect their obligations under International Humanitarian Law. These include respecting the principles of distinction, proportionality, and precautions in attack, and ensuring the protection of civilians and civilian objects. The Coalition stresses the importance of enabling safe, voluntary, and unimpeded movement of civilians. Parties to the conflict must allow and facilitate the rapid and unimpeded passage of humanitarian relief. Any detention of persons in connection with the conflict must comply with applicable international law, including the obligation of humane treatment and the provision of access for the ICRC in accordance with its mandate and respect for its modalities.
The Coalition calls for an immediate end to the violence, full compliance with international law, and meaningful steps by all parties to protect civilians and prevent further atrocities across Sudan.
