On the occasion of the Sudan Independence Day, it gives me great joy to extend greetings to all Sudanese from the Norwegian government and from me personally. Relations between our two peoples are strong; our bilateral relations – state to state – are deep and resilient. While there many differences between our two countries, we are at the same time united in a commitment to specific values and principles. These were expressed in the 2019 revolution when the Sudanese people, once and for all, rejected authoritarian rule and defined their aspirations in three words: freedom, peace and justice.
The transition to democracy has met many challenges and a major setback. But the signing of the Framework Political Agreement demonstrates that there is a way forward to a new Sudan. Norway supports this political process. We work on the basis that it should and must be Sudanese-led and Sudanese-owned. We are ready to join forces with everybody and anybody who is prepared to make a positive contribution. Real involvement of women and youth is critical for a successful outcome.
These days, we stress the importance of an open and transparent process that provides opportunities for all stakeholder to join the political process on the basis of the document that was signed on the 5th December. We are fully aligned with all the other 15 members of the Security council, who in an important statement called this “an essential step toward the forming of a civilian-led Government and defining constitutional arrangements to guide the Sudan through a transitional period culminating in elections”. A fundamental feature of the new constitutional arrangement will be that the military withdraws from the political arena. Once the civilian government is in place, it will be possible for Norway (and other partners) to do more to make up for lost time and lay the basis for inclusive economic development. A key objective of Norway’s work is to find ways to address the legitimate needs of marginalized people in the whole country.
The photos that accompany this brief message were not only chosen because they look nice, but because they convey important messages. One is from the northern-most point on Tuti Island – the best place in Khartoum. This shows the beauty and abundance of a country at peace. The other shows girls from IDP communities attending class in al-Geneina, West Darfur State. The youth – girls as much as boys - are the future. They should have every opportunity to fulfil their aspirations, not at some distant future but today.
My wish is that in 2023 all Sudanese will take forward the dreams that fueled independence in 1956 and that now are driving change for a better future. This new year can be a new beginning.

تهنئة لجميع السودانيين
إنه لمن دواعي سروري شخصياً وبالانابة عن حكومة النرويج أن اتقدم بالتهنئة لجميع السودانيين بمناسبة العيد الوطني للسودان . إن العلاقات بين شعبي بلدينا قوية كما أن العلاقات الثنائية بين دولتينا عميقة ومرنة. هنالك إختلاف بين بلدينا، لكننا في ذات الوقت متحدين في التزامنا تجاه قيم ومـبادئ محددة عبّــرت عنها الثورة في عام 2019 عندما رفض السودانيين قطعــاً الحكم الاستبدادي وحددُوا تطلعاتهم بثلاث كلمات: الحرية، السلام، العدالة.
واجــه الانتقال للديموقراطية تحدياتٍ كثيرة و تراجع كبير. ولكن توقيع الاتفاق السياسي الاطاري أظهر أن هنالك طريقٌ نحو سودانٍ جديد. تدعمُ النرويج هذه العملية السياسية و نعمل على أساس أنه لابد من أن تكون هذه العملية بقيادة سودانية و مملوكة للسودانيون. نحن على أهبة الاستعداد لضم جهودنا إلى كل من هو مُستعد وأي شخص يريد صُنع إسهام إيجابي. كما أن الانخراط الحقيقي للمرأة والشباب أمرٌ بالغ الأهمية لتحقيق النجاح. إننا إذ نؤكد هذه الأيام على أهمية شفافية وانفتاح العملية السياسية بحيث تكون هنالك فرص لكافة أصحاب الشأن للانضمام للعملية بناءَ على الاتفاق المـُوٌقع في الخامس من ديسمبر المنصرم. نحن نتفق تماماً مع بقية الأعضاء الخمسة عشر في مجلس الأمن الذين ومن خلال بيانٍ مهمٍ أسموها " خطوة مهمة نحو تشكيل حكومة بقيادة مدنية وتحديد الترتيبات الدستورية التي تقود السودان خلال فترة انتقالية تتوج بالانتخابات .

إن إنسحاب الجيش من الساحة السياسية سيمثّل سمة أساسية للترتيبات الدستورية الجديدة. عندما يتم تشكيل الحكومة المدنية، سيصبح من الممكن للنرويج ( وشركاء آخرون) القيام بالكثير من أجل تعويض مافات من وقت و وضع الأساس للتنمية الاقتصادية الشاملة. يُعتبر التوصل لايجاد سبل ٍ لتلبية الاحتياجات المشروعة للشعوب المهمشة في كافة أرجاء البلاد، من الأهداف الرئيسية لعمل النرويج.
لم يتم اختيار الصور الملحقة مع هذه الرسالة المقتضبة لجمالها فقط ولكن لأنها تحمل رسائل. واحدة من هذه الصور التقطت من ناحية شمال جزيرة توتي وهي أفضل مكان في الخرطوم. يُظهر هذا مدى الجمال والوفرة في بلدِ ينعمُ بالسلام. و في الصورة الثانية فتيات من مجتمعات نازحين في فصل دراسي في مدينة الجنينة - ولاية غرب دارفور. إن الفتيات مثلهن مثل الصبيان- هم جميعا ً يمثلون المستقبل. لذا لابد من منحهم جُل الفرص لتحقيق تطلعاتهم، ليس للمستقبل البعيد بل لليوم.
أمنيتي للسودانيين في سنة 2023 هي أن يمضو قــُدماً بأحلامهم التي غذّت الاستقلال في عام 1956 والتي تقود التغيير الآن نحو مستقبلٍ أفضل. يمكن أن تكون هذه السنة بداية جديدة.
