Statement Norway
on the human rights situation in Costa Rica,

Norway welcomes Costa Rica’s multilateral human rights engagement. Concerns remain regarding women’s rights, equality and the shrinking civic space.
Norway recommends that Costa Rica:
1.Decriminalizes abortion in all circumstances and ensures access to [safe and legal] abortion services and emergency contraception, [in line with WHO’s guidelines].
2.Guarantees the rights of Indigenous Peoples, including by strengthening the protection and safety of indigenous leaders [against threats and attacks] and by respecting indigenous land rights].
3.Strenghtens the safety and protection of journalists, online and offline, to exercise their profession freely and without threats.
4.Secures the independence of the judiciary, including by establishing a permanent framework for the selection and appointment of judges in accordance with international standards.
