Joint Statement of the Group of Friends of Special Procedures

Mr. President,
I have the honour to deliver this statement on behalf of the Group of Friends of Special Procedures.
At a time of significant political and financial pressures on the human rights system, the Group reaffirms its unwavering support for a strong and effective Special Procedures system and for the ability of mandate holders to discharge their mandates fully and independently.
Their contribution extends far beyond reporting. Through country visits, communications, technical advice and engagement with States and other stakeholders, mandate holders identify emerging challenges and good practices, support legislative and policy developments, and play an important preventive role. Their engagement across the UN system also helps integrate human rights into its broader work.
We are concerned that financial constraints are already seriously impacting the fulfilment of their mission. Adequate, predictable and sustainable resourcing, including sufficient support from OHCHR, is indispensable to the effective function of the Special Procedures system .
We also remain deeply concerned by personal attacks, intimidation, threats, disinformation and other forms of pressure directed against mandate holders, which may affect their security, well-being and, in some cases, the safety of their families.
Building on the adaptability already demonstrated by Special Procedures, we encourage States, when considering further efficiency and rationalisation measures, to adopt a transparent and holistic approach, in consultation with mandate holders, the Coordination Committee and other relevant stakeholders, and taking into account the possible impacts on the broader special procedures systems, its core functions and the risk of protection gaps.
The Group of Friends remains committed to working with States, the Coordination Committee, OHCHR and other stakeholders to ensure an independent, effective and impactful Special Procedures system.
