Joint Statement on Combating Antisemitism
in and through Artificial Intelligence

Mr. President,

I have the honour to deliver this statement on behalf of Austria, Slovakia and my own country, Czechia, with the support of a cross-regional group of countries.

Antisemitism, racism and all forms of discrimination and intolerance continue to threaten democracy, human rights, the rule of law and social cohesion. The rise of antisemitic incidents, online hate, Holocaust denial and distortion is deeply concerning.

Artificial intelligence offers significant opportunities for innovation and development. At the same time, it can facilitate the creation and spread of antisemitic content, hate speech, disinformation and harmful stereotypes at an unprecedented scale. Algorithmic systems can also reproduce and amplify hateful narratives and existing biases, and undermine historical truth and public trust.

We therefore stress that AI must be developed and used in line with international human rights law. Practical tools, including the IHRA Working Definition of Antisemitism, can help identify and mitigate antisemitic bias.

Today:

  • We reaffirm our commitment to combating antisemitism, Holocaust denial and distortion and all forms of discrimination and intolerance, including in AI-enabled digital environments.
  • We call on governments, technology companies and other stakeholders to ensure effective safeguards, transparency, inclusivity, due diligence, human oversight and accountability throughout the AI lifecycle.

Artificial intelligence must serve human dignity, equality and inclusion.
