Joint Statement – General Debate on Item (3)
Terrorism and Human Rights

Mr. President,
I have the honor to deliver this statement on behalf of Egypt and Mexico, co-penholders of the Human Rights Council resolution on “Terrorism and human rights”, and a cross-regional group of countries.
We unequivocally condemn terrorism in all its forms and manifestations and reaffirm our commitment to multilateral efforts to prevent and address its impact on human rights, while ensuring measures taken in this regard are in full compliance with international law, and respect the principles of legality, necessity, proportionality, as well as equality and non-discrimination due process, and the rule of law.
Terrorism constitutes one of the gravest threats to the enjoyment of all human rights. It denies the rights to life and security of persons, targets civilians and critical infrastructure, erodes social cohesion, weakens institutions, deepens polarization, reverses sustainable development, and generates consequences far beyond the immediate tragedy.
Victims of terrorism and their families are entitled to justice, redress, rehabilitation, and dignity.
As we mark the twentieth anniversary of the UN Global Counter-Terrorism Strategy, we reaffirm that its balanced and integrated implementation remain essential.
Effective counter-terrorism and the promotion and protection of human rights are complementary and mutually reinforcing objectives. The Human Rights Council has an important role to play in this regard.
