Item 2 - General debate on the oral update of the High Commissioner

President.  

We thank the High Commissioner for his latest update, and for the work done by him and his Office to promote and protect all human rights – for everyone, everywhere.  

Consistently over the last four years, and again yesterday, the High Commissioner has warned that across the globe, civic space is eroding.   

In addition to silencing expressions of dissent and reporting by independent media, the right to freedom of peaceful assembly is suppressed. Governments curtail the public space in which peaceful protesters can exercise this fundamental freedom and also realize other rights, including economic, social and cultural rights.  

Persistently and bravely, human rights defenders – often youth – speak up. Safeguarding their right to freedom of peaceful assembly is crucial to ensuring just, inclusive and sustainable societies. Heavy-handed responses lead to more alienation, unrest and violence.  

We are alarmed by the financial and liquidity crisis affecting the UN. Needed more than ever, we are troubled by the diminished ability of OHCHR to make a real-world difference in the lives of people.  

Adequate and predictable funding is essential. We urge all states to pay their assessed contributions in full and on time, to support the adequate funding of the Office and uphold the independence and integrity of its mandate.
