by the core group of the resolution on the enhancement of technical cooperation and capacity-building in the field of human rights

Mr. President,
I have the honour to deliver this statement on behalf of the core group of the resolution on the enhancement of technical cooperation and capacity-building in the field of human rights, comprising Brazil, Honduras, Indonesia, Morocco, Norway, Qatar, Singapore, Türkiye, Thailand, and our new member, Malaysia.
As a diverse and cross-regional coalition, we firmly support agenda item 10 as a practical and constructive catalyst for assisting States in fulfilling their human rights obligations and commitments. Technical cooperation should be nationally driven, based on consultation and consent, responsive to the needs and priorities of the State concerned, and aimed at producing tangible and sustainable results.
For this agenda item to fulfil its potential, we call for it to receive adequate and predictable resources from both the Council and OHCHR, particularly when programme priorities and budgets are determined.
We also encourage the innovative use of digital technology to broaden access to knowledge, expertise and good practices. In this regard, we invite States and other stakeholders to make full use of the UPR Knowledge Gateway, a tool developed pursuant to HRC resolution 54/28.
The core group remains committed to strengthening technical cooperation, national ownership and the effective implementation of human rights on the ground.
