Item 10 – Technical assistance and capacity-building.

Delivered by Mauritius on behalf of the Core Group of Resolution Voluntary Trust Fund for the participation of LDCs and SIDS in the work of the Human Rights Council

Monday 05 October 2026

Mr. President,

This Statement is being delivered on behalf of a cross-regional group of countries supporting the Voluntary Technical Assistance Trust Fund for participation of LDCs and SIDS in the work of the Council. The list of countries is on the HRC Portal.

Mr President,

During the next session of the Council, we will be celebrating the 15th anniversary of the adoption of Resolution 19/26 which established the Trust Fund.

We are pleased to highlight that 326 delegates from 73 countries have benefited from the Trust Fund, thereby building the capacity of many of these constrained countries. Meaningful and inclusive participation in international fora is in everybody’s interest. It enables dialogue, promotes progress, and helps find solutions to our common challenges. We are pleased that the Trust Fund has made it possible to reach universal participation in the Council at HRC 32 which marked its 10th anniversary.  This Fund has helped bring about some important victories for multilateral cooperation, showing that SIDS and LDCs can be important agents of change.

We are grateful for the numerous donors that have contributed to the Trust Fund enabling delegates to come to Geneva and the holding of regional workshops. Many of these beneficiaries are now amongst us.

To conclude, we wish to remind States that the annual pledging event will take place in November. We look forward to your participation and, more importantly, your commitment and your pledges.

I thank you.
