Norwegian statement on the humanitarian situation in Gaza

Ambassador Morten Aasland held a statement at WFP's Executive Board on agenda item 7e), Oral update on WFP operations in the State of Palestine, 17 November 2023.

My country is deeply alarmed by the war in Gaza and the immense civilian suffering.

I wish to express again our sincere condolences for the death of more than 100 United Nations humanitarian staff in Gaza.

We condemn attacks on UN humanitarian workers, wherever and whenever.

We thank WFP staff for their unsparing efforts, including as cluster-lead.


Norway has condemned Hamas’ heinous terrorist attacks, in the strongest possible terms.

We call for the immediate and unconditional release of all hostages.

Israel’s right to self-defense needs to be necessary and proportionate, and exercised in respect of international humanitarian law.

 

We strongly welcome the UN Security Council resolution 2712 passed yesterday.

We fully endorse the UN’s humanitarian relief coordinator Martin Griffiths 10-point plan, published yesterday.

We encourage strong support to his initiative. 

Norway is calling for a humanitarian ceasefire.

We deplore the continued denial of humanitarian aid to people in Gaza, and call for sufficient, safe, rapid, and unhindered humanitarian access, immediately. 

We call for opening of the crossing points, necessary for humanitarian assistance at scale.

 

Norway has increased its humanitarian response.

We encourage others to fund humanitarian efforts, in particular UNRWA.

We continue to support the Palestinian Authority and encourage others to do the same.

A functioning PA is fundamental for the population in the whole of Palestine, including in Gaza.

 

Mr President, 

This conflict has no military solution.  

The only way forward is to revive the political process, towards a two-state solution.

Norway stands with Palestinians and Israelis working for peace.
