Statement on the Ongoing Russian Aggression in Ukraine

As delivered by Ambassador Ellen Svendsen at the Forum for Security Cooperation, Vienna, 17 September 2025.

Mr. Chair,

Norway aligns with the statement [of the European Union/delivered by Denmark]. Allow me however to make three short remarks in my national capacity.

First, we see no willingness from Russia to end its brutal and illegal war against Ukraine. Since last we met in this forum, Russia has continued and even intensified her relentless attacks against civilians; as they sleep, as they try to keep up their everyday life, Ukrainians continue to resist and defend themselves courageously and with incredible strength against this coward and meaningless war of aggression.  

Second, the recent massive violations of both Polish and Romanian airspace is of an unprecedented scale, reckless and unacceptable. They serve as an illustration of how  Russia‘s war of aggression against Ukraine not only threatens Ukraine,  undermines security in our entire region.

Third, our response is clear; Russia’s irresponsible behaviour will be met more support to Ukraine, stronger unity in NATO and even higher vigilance along our borders. These recent incidents yet again show us why we must continue to invest in our defence and continue our unwavering support to Ukraine. [This year, Norwegian military and civilian support amount to € 85 million. It will continue on the same level – or higher – next year.]

We wish for a just, lasting and comprehensive peace. But Putin’s only call to peace since to be continuous waves of attacks against civilians.
