I join others in welcoming Director Fearon back to the Permanent Council and thank her for her comprehensive and candid report. We commend her and her team for their continued professionalism and resilience in the face of growing geopolitical tensions and constrained resources.
Norway remains a staunch supporter of the CPC’s work. From crisis preparedness to arms control, from field operations to early warning and dialogue facilitation, the CPC continues to deliver impact where it matters most. We particularly value its contributions to the Structured Dialogue, which Norway has the honor to chair this and next year. We are grateful for the CPC’s thoughtful guidance and technical support throughout.
We welcome the CPC’s focus on enhancing strategic planning and cross-departmental coordination. In an environment where trust is scarce and resources limited, coherence and long-term thinking are indispensable. Initiatives such as the Dialogue Practitioners Platform, the Women in Security Networks, and the development of tools like iMARS and EPRO are encouraging examples of innovation and foresight.
We fully support the CPC’s priorities going forward and urge participating States to ensure it is adequately resourced. The OSCE’s unique toolbox remains vital—but it requires both political backing and sustained investment.
