Statement at the 2025 Warsaw Human Dimension Conference on Tolerance and Non-Discrimination: Gender Equality

As delivered by Mr Øystein Lyngroth, Special Envoy for Tolerance and Non-Discrimination, Norwegian MFA, Warsaw, October 14 2025

Mme. Chair,  

Norway has aligned itself with the statement made by the European Union. However, allow me to make a few remarks in my national capacity.   

Respect for human rights is at the heart of the Government's international commitment to women's rights and gender equality. Regardless of their sexual orientation, gender identity, gender expression, or sex characteristics, human rights apply to everyone, everywhere.  

This truth does not mean that implementation comes easy. In turbulent political times, it is even more important to ensure that people are not disproportionately affected because of their gender.  

Sexual and gender-based violence, in all its forms, remains a challenge throughout the OSCE region, but isexacerbated by war and conflict. In the context of the Russian Federation’s ongoing war of aggression against Ukraine, Norway is committed to supporting Ukrainian authorities and civil society in preventing and responding to cases of SGBV.  

Mme. Chair, 

We also continue to promote the value of the Women, Peace and Security Agenda,  reiterating that women are willing, able, and entitled to full, equal and meaningful participation in all matters of peace and security.  

Strengthening the role of girls and women in society is not only the right thing to do, but also the smart thing to do. It optimises the utilisation of resources in society and ensures fundamental freedoms for all. 

Mme. Chair, 

The OSCE has a strong mandate and great capacity to promote gender equality in the region, including the WPS agenda. It should continue to play a central role in keeping states accountable to their commitments, and a key implementing partner in the region. 

There can be no separation between the rights of women and girls and their inherent human rights. Norway will continue to be a steadfast advocate for human rights for everyone, everywhere.
