TEST Applying for passport
In accordance with the Norwegian Passport Act §3, it is a condition for entitlement to a Norwegian passport that you provide proof of your identity and your Norwegian citizenship. The same rules and procedures apply for both first time applications and applications for renewal. Please read all the information below before booking an appointment.

- The Embassy only receives applications from Norwegian citizens. If you wish to apply for an Immigrant's passport or travel document, please see the UDI's website.
- All applications must be submitted in person at the Embassy in Canberra. Alternatively, applicants may apply in Norway or at another Norwegian Embassy abroad.
- Applications for minors require consent from both parents with parental responsibility. Consent must be provided in person at the Embassy, or the Norwegian police prior to the appointment. Those residing in New Zealand, Fiji, Vanuatu, and Papua New Guinea can ask to submit their consent at the honorary consulates in those locations. However, this will need to be cleared by the Embassy beforehand and the consent needs to be submitted well in advance of the passport appointment.
- The Embassy atempts to travel to New Zealand once a year to receive applications at the consulates. However, this cannot be guaranteed. When a decision has been made to travel and a date has been set, information will be published on our website and on the online appointment portal.
- Before you make an appointment to apply for a Norwegian passport, please ensure the following:
- You have been issued with an 11 digit personal number.
- You have all the required documentation.
- If you have ever changed your name, the name change must be registered in the Norwegian National Population Register. All applicants must ensure that they are registered in the National Population Register with the same name they use in their country of residence. Please note that the passport can only be printed in the name you are registered under in the Register.
- If you emigrated from Norway between 1960 and 1975, please contact the embassy to verify if you are registered correctly in the National Population Register.
Gather the necessary documentation
Gather the neccessary documents:
- For applicants in Australia that are not Australian citizens: Please send the Embassy a VEVO check directly from the VEVO website:
- Go to the VEVO website.
- Fill in the correct information, i.e. date of birth, nationality, passport number and either visa grant number, visa evidence number, transaction reference number or password. For more assistance, please contact the Australian immigration authorities.
- Read "Terms and condition" and tick the confirmation box.
- Choose "Submit"
- Check the information displayed, and if correct, choose to send an email confirmation directly from the website to: emb.canberra.consular@mfa.no
- For applicants from New Zealand that are not New Zealand citizens: Must documented valid New Zealand visa by authorising the Embassy to access the information on the online Visa Verification Service or by providing a "Letter of Denial" from the Department of Internal Affairs.
What do you need to bring?
It is the applicant's responsibility to ensure that they have the correct documents that provide evidence of eligibility to be issued a Norwegian passport. That responsibility falls to the parents when the applicant is a minor. All documentation must be presented in original, and the Embassy may request additional documentation if deemed necessary. The Embassy does not accept responsibility for any cost incurred as a result of missing documents.
The Embassy knows that many find it difficult to determine exactly which documents they need. To help with this we have created a questionnaire that produses a document check-list based on the answers provided. We recomend reading "documentation information" thurougly before using the questionnaire:

Biometric data, including photo
The following biometric data will be captured by the embassy during the appointment:
- For applicants under the age of 10: photo
- For applicants aged 10-12: photo and signature
- For applicants 12 years or older: photo, fingerprints and signature
The embassy will make all endeavours to carry out the required biometric capture during your appointment. However, unforeseen problems may arise either during the appointment or during the subsequent processing. If the embassy is unable to capture the required biometric data, including photo of children, you may have to come back to the embassy for a new appointment. The embassy cannot be held responsible for any inconvenience, financial or otherwise, this may cause.
Applicant's ID
- Current Norwegian passport.
- Other passport, if applicable.
- Photo ID with signature, if current passport has expired more than three months ago or is lost/stolen.
- Any previous passports which have not been cancelled, if applicable.
Citizenship
- Australian visa - must be documented by Visa Entitlement Verification Online (VEVO).
- Go to the VEVO website.
- Fill in the correct information, i.e. date of birth, nationality, passport number and either visa grant number, visa evidence number, transaction reference number or password. For more assistance, please contact the Australian immigration authorities.
- Read "Terms and condition" and tick the confirmation box.
- Choose "Submit"
- Check the information displayed, and if correct, choose to send an email confirmation directly from the website to: emb.canberra.consular@mfa.no
- New Zealand visa - must be documented by authorising the embassy to access the information on the online Visa Verification Service or by providing a "Letter of Denial" from the Department of Internal Affairs.
- Documentation from other country of residence confirming resident status, if applicable.
- Statutory declaration (will be provided to you at the time of appointment).
- Documentation of other citizenship, if applicable.
- Documentation of retention of Norwegian citizenship, if applicable.
- Certificate of Norwegian citizenship, if applicable.
- Letter from UDI about release of previous citizenship, if applicable.
Other documentation
- Consent from both parents, including valid photo ID with signature, for applicants under the age of 18. Consent must be provided in person at the Embassy, or the Norwegian police prior to the appointment. Those residing in Perth, New Zealand, Fiji, Vanuatu, and Papua New Guinea can ask for an exemption, enabling them to submit their consent at the honorary consulates in those locations. However, this will need to be cleared by the Embassy beforehand and the consent needs to be submitted well in advance of the passport appointment.
- Valid passport or other photo ID with signature for both parents, for applicants under the age of 18.
- Documentation of both parents' residence status, for applicants under the age of 18. For Australian or New Zealand visa, please as above.
- Police report, if your passport is lost or stolen. The form "Notification of loss of passport" will be completed by the embassy at the time of your appointment.
- Fee (to be paid during your appointment)
The embassy may request further documentation, if deemed necessary.

Biometric capture
Due to mandatory biometric data capture, all application for passports must be lodged in person at the Embassy in Canberra. The Embassy always endeavour to carry out the required biometric capture during the appointment. However, unforeseen problems may arise either during the appointment or during the subsequent processing. If the Embassy is unable to capture the required biometric data, including photo of children, a new appointment at the Embassy may be reqired. The Embassy cannot be held responsible for any inconvenience, financial or otherwise, this may cause.

Appointment
Applications will be received at the Embassy in Canberra by appointment only. If you arrive without an appointment, you will not be seen.
Each applicant must create an individual appointment. If you are also lodging an application for personal number or retention of citizenship, separate appointments must be made for this. Please allow a minimum of 45 minutes processing time per application.
- The Fee will be paid during your appointment
All appointments must be booked online. Through our online booking system you can book, re-schedule or cancel your appointment at any time. If you do change your appointment, please remember to cancel the old one. New appointments become available in the portal on a daily basis two months in advance. Thus, it is not possible to book an appointment more than two months in advance.

Processing time
All regular passports are produced in Norway.
The processing time for a Norwegian passport is generally up to 4 weeks. This includes processing time at the Embassy, production time in Norway and shipment of passport from Norway to the Embassy.
However, please be advised that the Embassy has been notified by police authorities in Norway that there is currently a shortage of raw materials for producing passport in Europe, which unfortunately has resulted in long delays in producing new Norwegian passports. The Embassy can thus unfortunately give no indication of current production time for passports. Please note that if the application was lodged together with an application for personal number, the processing time for passport will come in addition to the processing time for applications for personal number.
The result of your application
As a main rule, the new passport should be collected in person from the Embassy where the application was lodged. Once the Embassy has received the new passport from Norway, you will be notified that the passport is ready for collection.
If you do not wish to collect the passport in person at the Embassy, you must either organise and pay for a courier company or provide a pre-paid self-addressed return envelope if the passport is to be forwarded by mail. Please note that the Embassy accepts no liability if a passport is lost or damaged in the mail.
Please be advised that before the new passport can be received, all previous passports must be cancelled. If you need your passport between lodging the application and receiving the new passport, you must hand in your current passport to the Embassy for cancellation once you no longer have need for it, or bring it in for cancellation when picking up the new passport.
Please note that it is your responsibility to transfer any current visas or permits linked to the old passport to the new passport.
In exceptional circumstances, your application may be rejected. If your application has been rejected, you will receive a written explanation as to why it was rejected and information about your right to appeal the decision.
