Statement on the Russian Federation's Ongoing Aggression Against Ukraine

As delivered by Military Adviser Bjørn Gaute Herlyng at the 1138th Meeting of the Forum for Security Cooperation, Vienna 3rd June 2026

Norway aligns with the statement made by the European Union but allow me to make a few remarks in my national capacity.

Norway is alarmed by the news of continuing Russian attacks against Ukraine, and the incursion of Russian drones into the air space of other states. This includes the drone hitting a populated area and causing injuries in Romania, as highlighted by yesterday’s joint FSC/PC. All these drone activities are due to the Russian war of aggression against Ukraine. Without this war, none of these incursions would have happened. We strongly condemn Russia’s dangerous and escalatory actions. Russia continues to operate unlawfully, with insufficient safety margins. All this whilst Russian representatives falsely accuse NATO of escalatory policies intended to drive Russia to war with NATO.

The ongoing war in Ukraine and security situation in Europe, is caused by one participating State - Russia. Russia bears the sole responsibility for the war of aggression against Ukraine and any escalation. Norway and our allies in NATO are not seeking to escalate, we are not seeking a war with Russia, we are supporting Ukraine in their lawful self-defense.

Norway stands in full solidarity with our allies, including Romania. We support enhanced protection of NATO’s Eastern flank. NATO will defend every inch of our territory. We will continue to support Ukraine until a just and lasting peace is achieved, and beyond. Just as we will continue to condemn Russian aggression, escalation and disinformation in this forum and elsewhere.
