Thank you, Mr. Chair,
Russia continues to ask for a debate based on facts. The facts are simple. Russia started the war. Russia is the one who can end the war. Instead of recognizing this simple reality, Russia continues to use this forum to spread misinformation, blame Western capitals for dragging Russia into an arms race and hindering so-called Russian efforts to end the war. Russia’s actions on the ground are in stark opposition to claims of peace.
We remind Russia that Ukraine has the right to self-defense under Article 51 of the UN Charter. Norway will continue to support Ukraine’s right to self-defense for as long as Russia continues its illegal war of aggression, and its breach the UN Charter, the Helsinki Principles, and international law. The ongoing intentional attacks against Ukrainian civilians and civilian infrastructure are abhorrent, and may amount to war crimes.
Norwegian support to Ukraine remains steadfast and long-term. In January, Norway committed an additional approximately 350 million Euros to Ukraine, focusing particularly on the energy sector. This year, our total support to Ukraine amounts to approximately 7,5 billion Euros. Also in January, Norway contributed to the mapping of illegal attacks against civilian targets in Ukraine.

All parties in the Norwegian Parliament voted for the Nansen program, Norway’s long-term military and civilian support program for Ukraine. This broad political support is reflected in the Norwegian population. Our support for Ukraine’s fight for European security is unwavering. Our contributions will remain for the duration of Russia’s illegal aggression, and for Ukraine’s recovery when the war ends.

Let me be clear. It is Russia that continues to oppose the Helsinki Principles, limiting the work of the OSCE.
We call on Russia to end the war, withdraw from Ukraine and respect Ukraine’s independence, sovereignty and territorial integrity within its internationally recognized borders.
We further call on Russia to release all prisoners arbitrarily detained, including the three SMM staff, and ensure the safe return of all deported Ukrainian children.
We once more remind Russia: you can end this war of choice today.
