Norway thanks Ambassador Rogov for a clear and substantive report. We welcome the work of the Programme Office in Astana.
The report shows that the Office works closely with national institutions, within its mandate and in line with Kazakhstan’s own reform priorities. We value this strong sense of national ownership and responsiveness to partner needs.
We welcome the activities carried out by the Office, especially in areas that are close to Norwegian priorities, including rule of law, anti-corruption, human rights, and security sector capacity-building.
The report provides several good examples of results. More than 100 officers have received training in open-source intelligence. Border authorities’ training systems have been strengthened. Regional exchanges on verification and confidence-building measures have been carried out. The Office has supported efforts on asset recovery, and its work has contributed to the return of victims of trafficking in human beings.
These are tangible outcomes that both strengthen institutions and support Kazakhstan’s implementation of OSCE commitments.
Looking ahead, Norway encourages the Office to continue strengthening the link between mandate, activities, and results.
A simple results framework is not bureaucracy. It helps us understand how activities are progressing, what changes they produce, and where support has the greatest value. This report is a great step in that direction.
Norway will continue to support activities that are mandate-based and results-oriented.
