Statement in Support of Ukraine

As delivered by Military Adviser Colonel Bjørn Gaute Herlyng at the Forum for Security Cooperation, Vienna, 22 October 2025.

Madame Chair, 

Norway fully supports the statement delivered by Denmark but allow me to make two remarks in my national capacity. 

Norway repeats and reinforces the condemnation of the Russian campaign designed to terrorise the civilian Ukrainian population by trying to cripple and then hinder repair of Ukrainian energy infrastructure and by hitting other civilian and legally protected targets. Norway will continue to support Ukrainian efforts to hinder and reduce the effect of these attacks. 

Ukraine is defending itself against an illegal, unjustified and brutal attack by Russia. As other states, Norway have the right and is committed to support the Ukrainians in their self-defence. The government’s proposed budget for 2026 maintains the support for Ukraine at minimum the same level as in 2025, 85 billion kroner. The support will be approved by the Norwegian Parliament, as all parties represented there supports this level of support or more. 

Russia can end this war instantly by stopping all attacks and move its forces outside of Ukraine’s internationally recognised borders. Norway calls upon Russia to do so.
