Statement on the Russian Federation's ongoing war of aggression against Ukraine

As delivered by Minister Councellor Knut-Are Sprauten Okstad at the Special Permanent Council, Vienna, 26 August 2024

Thank you, Madame Chair.

On August 24th, we celebrated the 33rd anniversary of Ukraine's independence from the Soviet Union honoring its rich history, culture, and identity.

This day also stands as a clear reminder to Russia that Ukraine, as a sovereign and independent state, holds the fundamental right to shape its own foreign policy and security arrangements, fully in line with international law and the Helsinki Final Act.

Ukraine is under armed attack from Russia. According to international law and the UN Charter, Ukraine has the right to defend itself. This right includes taking proportional and necessary measures, including on Russian territory.

The right to self-defense does not stop at the border.

The majority of the fighting is still taking place in Ukraine, where fear and horror are ever-present. It is important to emphasize that the devastating consequences of this war would never have occurred if Russia had not attacked.

Madame Chair,

Contrary to the claims made by Russian authorities, let me be clear that weapons acquired by Ukraine from the international community are Ukrainian—whether they were purchased or donated.

Norway stands firmly with Ukraine, and we will continue to support Ukraine's right to defend itself against aggression.

Russia started this war. Russia can choose to end it at any time.
