Statement on the Large Scale Cyber Attack Against Georgia

Delivered by Ambassador Steffen Kongstad at the Permanent Council, Vienna, 27 February 2020.

CHECK AGAINST DELIVERY

Norway share Georgia’s concerns about the cyber operations directed against the country in October last year. Our Minister of Foreign Affairs on February 20 gave her support to Georgian authorities and their analysis of this large scale cyber attack. She stated that responsible state behaviour is essential to maintain international peace and stability in cyberspace.

Over the years, digital space has become an arena where opposing views on security policy become apparent. Some states ignore existing rules and norms and use the web for subversion. Norway supports international cooperation in order to reduce the levels of threats in the digital space. Only through cooperation will we manage to prevent, notify and deal with serious cyber incidents such as those seen in Georgia.
