Norway reaffirms its commitment to the sovereignty and territorial integrity of Bosnia and Herzegovina as one State, comprised of two entities and the BrĨko District, and for its multiethnic character.
More than 30 years after the war, Bosnia and Herzegovina continue to face persistent ethno-nationalist divisions and political instability that obstruct essential reforms.
The Mission’s tangible results across the three dimensions make a vital contribution to reconciliation and stability.
You have achieved this while implementing significant efficiency measures that helped secure approval of a unified budget. The strategic review you initiated is an important example of prudent management and clear prioritization in a time of crisis. We strongly support your judgment in advancing this process. As donors to the OSCE field operations, we consider it our duty to ensure the Mission can carry out its work effectively. We will strive to give you the clarity you asked from us.
As Bosnia and Herzegovina has entered a general election year, the Mission’s leading role, in close coordination with ODIHR, in strengthening the electoral process and safeguarding election integrity is crucial. We also commend the Mission’s support to the Central Election Commission in conducting the early elections of the President of Republika Srpska, which helped defuse tensions during the most serious political crisis since the Dayton Agreement.
In conclusion, thank you for your leadership during challenging times. Ambassador Holtzapple, I look forward to visiting the Mission in Bosnia and Herzegovina this spring. I wish you and your colleagues every success and assure you of Norway’s continued support.
