Norway has aligned itself with the statement made by the European Union. Allow me to make a few remarks in my national capacity.
I would like to commend Ambassador Wahl and his team for their excellent work and for the development of the new Strategy for 2025–2027. The strategy’s strong emphasis on impact, coherence, and coordination is both timely and commendable.
Guided by the call to “do less, but do it better” and grounded in a robust theory of change, the Mission’s focus on efforts on five cross-dimensional priorities—from criminal justice to youth empowerment—supported by a clear results framework and rigorous monitoring and evaluation, constitutes an. approach that should be regarded as a model not only for field operations, but for the OSCE as a whole.
Norway’s own four-year, unearmarked framework agreement provides the OSCE—its institutions and field operations alike—with the predictability and flexibility needed to plan strategically, respond to evolving contexts, and align with national priorities.
We believe in starting with the impact we seek, and then identifying the activities necessary to achieve it—rather than the reverse. Realising that this approach calls for broader adjustments across the Organization, including how projects are designed, budgets are structured, and implementation and reporting are managed.
