Thank you, Mr. Chair,
At the outset, I would like to emphasize the importance that this year’s Economic and Environmental Dimension Implementation Meeting is conducted as mandated, and stress that this should be the case for the implementation meetings of all three dimensions. Adherence to our common commitments cannot be made à la carte.
Mr Chair,
Allow me to make three points regarding this year’s topic of Disaster Risk Reduction.
First, due to its comprehensive approach to security, the OSCE is uniquely placed to address the region’s complex needs in effectively reducing disaster risks. In Norway, the main pillar in responding to natural or man-made disasters remains our total defense concept. In peace, crisis, and conflict, each sector of society plays a pre-determined and complementary role in our national response. Crucially, the safeguarding of democratic governance, civil society, and a free and independent media are included in this response.
Second, it is important to recognize the major challenge that climate change poses for our shared security and stability in the OSCE region. More unpredictable weather patterns and biodiversity loss call for an informed and adaptable response - a response that acknowledges the need for reliable data, sharing of best practices, and international cooperation.
Third, the Russian Federation, through its ongoing war of aggression, continues to damage critical civilian infrastructure in Ukraine and heighten the risk environment in the entire region. This is despite international commitments to the contrary.
As announced during President Zelensky’s visit to Oslo last week, Norway is in coordination with the EU providing an additional 1.5 billion Norwegian Kroner in funding to secure access to electricity and heating for the people in Ukraine. The funding will be used to help meet Ukraine’s energy needs as the country enters its fourth winter of full-scale war.

In conclusion, Norway remains committed to promoting disaster risk reduction solutions in a multilateral context. We greatly look forward to the coming conference.
