Applying for a new passport and personal id number (personnummer)

In order to apply for a Norwegian passport, you need to have a Norwegian personal identification number (ID number). For children born in Nigeria, applications for Personal Identification numbers are handed in together with the application for a Norwegian passport. All applicants below 18 years of age must be accompanied by both parents, and both parents must give their consent by signing the applications form. If only one parent accompanies the child, he/she must bring a signed consent from the absent parent, stating that he/she accepts that the child will apply for a passport.

Always schedule an appointment by sending an email to emb.abuja@mfa.no.

Please provide the following details in your email to the embassy:

  • Name and date of birth of child/person applying for Personal identification number
  • Name and nationality of parents
  • Personal identification number of parents with Norwegian citizenship
  • Telephone number
  • Preferred date for appointment

When appointment has been scheduled the following should be brought along with the applicant:

  • One completed application form. The form will be given and signed at the Embassy
  • Original birth certificate with names of both parents
  • The Child’s Nigerian original identity card
  • Parents’ original marriage certificate/contract (if married)
  • Parents original passports (all passports must be submitted if the parents have several citizenships)
  • If the parents are not married, or if the marriage is not registered with the National Population Register, a declaration of parenthood, Spinsterhood or Bachelorhood should be accompanied to the application.
  • In case the parent with Norwegian citizenship is registered in the Norwegian National Population Register (Folkeregisteret) as living in Norway and unmarried, the father of the child must sign a declaration of paternity.
  • 2 passport photos, in colour and with a white background. The teeth must not be visible, and the photo must not be older than 1 month for children below 12 years.

PLEASE NOTE: Birth and marriage certificates must be submitted in their original form, in addition to translations in Norwegian or English. Both the original and translated versions must be legalized by the Nigerian Ministry of Foreign Affairs.

The Embassy does not accept documents that are legalized by local authorities. All documents from Nigeria must be legalized by the Ministry of Foreign Affairs in Abuja.

Incomplete applications will NOT be accepted

Applicants may be requested to provide a DNA-test.

RENEWAL OF PASSPORT

Applications for renewal of passports are submitted in person at the Embassy.

Always schedule an appointment by sending an email to emb.abuja@mfa.no.

Please provide the following details in your email to the embassy:

  • Name and date of birth of child/person applying for ID number
  • Name and nationality of parents
  • ID number of parents with Norwegian citizenship
  • Telephone number
  • Preferred date for appointment

The applicant must present a valid or expired Norwegian passport. wherein case the passport is reported stolen or missing, a police report from local authorities should be presented at the Embassy.

Information about the applicant will be stored in accordance with the applicable laws Norwegian law, rules and regulations at any given time.

Passports are issued to minors only upon written request from both parents. When submitting the application, the minor must be accompanied by at least one of the parents, who must also present valid identification as per the above-mentioned guidelines. Parents not appearing at the Embassy will have to present their consent in writing, with a copy of their valid identification attached.

Claims of legal custody need to be supported by documentation.

The processing time for a new passport is 3 weeks.

It is not possible to apply for a Norwegian passport without a Norwegian Personal Identification number. People without a Norwegian Personal Identification number must first follow these procedures to acquire a Personal ID-number.

Emergency passports are issued only in exceptional circumstances and are valid for one travel only. They are chargeable at the same rate as regular passports.

FEES as per 19 October 2020

According to “Table of Fees for Norwegian Foreign Service Missions” the fees for some of the Embassy’s services are as follows:

Issuing of Norwegian Passports:

  • Adult over 16      NOK 1290
  • Child under 16    NOK 770

Norwegian emergency passport:  NOK 1690

Notarial acts:

  • Issue of certificate, attestation of signatures and true copies   NOK 385
