The Royal Norwegian Embassy in Colombo does not handle PIN applications any longer.
To apply for a PIN you must personally show up at your nearest foreign mission. Please ensure you have all the documents required Norwegian national identity number to get a passport - The Norwegian Tax Administration (skatteetaten.no).
