The Norwegian Immigration Directorate is constantly changing travel restriction policies to enter the country. Please refer to UDI’s page About the Corona Situation to see if you are eligible to travel to Norway at this moment. UDI specifies the documentation that you need in order to enter Norway.
Norway introduces its strictest entry rules since March 2020 (27th of January 2021)
Mandatory testing at the border (16th of January 2021)
New quarantine rules will contribute to more travellers being tested (29th of December 2020)
Change to travel regulations: Required registration (21st of December 2020)
Change to quarantine hotel regulations (13th of December 2020)
Change of travel regulations into Norway from 9th of November 2020):

We recommend that you visit the webiste of the Norwegian Directorate of Health (Helsedirektoratet) for more information about these requirements.
In addition to these requirements, everyone who wishes to visit Norway must fullfill the standard requirements to Visit Norway without a Visa.
