Small-scale grant projects funded by the Norwegian Embassy in Ukraine in 2018

The overall program budget for UKRAINE for 2018 was 4 million NOK.

The following thematic areas were prioritized for the call 2018:

  1. Good Governance/Rule of Law.
  2. Human rights, including, but not limited to, support for groups like women’s rights initiatives and LGBT advocacy.
  3. Free media and free speech.
  4. Strengthening of a democratic culture and tolerance.

The Embassy has received in total 160 applications for 2018 and the applications selected stick mostly to priorities stated above.

Civil organization “Parents’ initiative “TERGO”

Empowering agents of changes for sustainable diversity acceptance and tolerance in Ukraine

Project objectives is to equip professionals (psychologists, social workers, teachers, lawyers) in key regions of Ukraine with knowledge to provide specific support to LGBT persons and their family members and to increase the general level of awareness and understanding among the population regarding the universal human rights, tolerance, inclusivity and diversity particularly as applied to LGBT people.

Supporting Civil Service Reform by Enhancing Civil Society-Government Cooperation in Ukraine

The project objectives lie in the sphere of developed capacities of the civil society to assess activities of the state executive authorities on the level of their cooperation with the public following a common methodology. Ways for improving civil society-Government cooperation identified and recommend for implementation.


NGO “Ukrainian Media Initiative”

Promoting Peace and Human Rights through Impactful Storytelling

Project aims to foster national dialogue on the topics of peace, tolerance, responsibility and democratization via increased level of professional knowledge and skills of regional journalists in the field of impactful storytelling as well as tutoring of young Ukrainian journalists and reporters


International Charitable Foundation “AIDS Foundation East-West” (AFEW-Ukraine)

Women living with HIV as human rights advocates promoting gender equity in Ukraine

Project aims to improve quality of life both physical and psycho social of women living with HIV in Kyiv and Cherkassy and establish female initiative of activists, develop their capacity to act as human rights advocates. Also will focus on working with service providers and decision makers at the municipal level (health, law enforcement) to raise their awareness about human rights of women affected by HIV and developing an improved enabling environment for their rights and protection

Development of a democratic environment and tolerance through cooperation of educators and parents in pre-school educational institutions, primary schools and broader communities

Development of a democratic environment and tolerance through cooperation of educators and parents in pre-school educational institutions, primary schools and broader communities. Further introduction of the programme "Culture of Good Neighbourhood" in the selected pre-schools, primary schools in Kharkiv, Lugansk, Kyiv region, Kyiv-city, Kherson, Odessa, Lviv, Chernivtsi, Transcarpathia regions of Ukraine




European Center for   Education and Research

Democratic   development through independent education

Continuation of the support the work of the European College of Liberal Arts based in Belarus that is providing students   with diverse knowledge on the modern world - society, politics, ethics,   culture and social responsibility.


Small-scale grants are managed by the Norwegian Embassy, whereas the Ministry of Foreign Affairs of Norway together with Norwegian Agency for Development Cooperation (NORAD)   manage grants for more extensive, multi-year projects.
