1. GENERAL INFORMATION
The Royal Norwegian Embassy in London, hereinafter referred to as the Contracting Authority, is inviting participation in a tender procedure to establish a contract for editorial consultant for Norwegian Arts, the embassy’s cultural digital magazine.
The Contracting Authority may invite the tenderers to negotiations provided the Contracting Authority, following an initial evaluation of the tenders, considers this appropriate.

2. ABOUT THE CONTRACT
2.1 Description of the services required
Objective: The website Norwegian Arts has existed for several years and the Embassy want to further develop the webpage and it’s reach, while maintaining the high quality of the content. The Embassy is looking for a long-term Editorial Consultant for its digital magazine, Norwegian Arts, based in the UK. The editorial team shall consist of one team member from the Embassy with editorial knowledge and one external editorial consultant.
Background: Journalist/editorial experience. Must have experience of commissioning and editing articles, as well as excellent communication skills.
Scope: Part of the editorial team of the online cultural magazine Norwegian Arts.
Tasks include, but are not limited to, planning and scheduling content, commissioning, writing and editing articles, development of contacts, proof reading, publishing and production.
Requirements: Must have in-depth knowledge of Norway, as well as Norwegian and British arts and culture. Must have experience in operating Wordpress and using it a publication site. Must have excellent knowledge of English and be based in the UK. The candidate must adhere to the values the MFA and the Norwegian Embassy in London.
Deliverables: To be a part of the editorial team for Norwegian Arts and assist where needed. No report of the work conducted is required.
Timeframe: A 3-year contract, with the option of early termination for both parties. Hours per month would vary.

3. AWARD CRITERIA
3.1 Expertise specific to the service required (weight 80%)
Tenderers must submit details of relevant competence and experience, in a cover letter.
A CV should be submitted as additional documentation of competence and experience.
3.2 Prices (weight 20%)
Prices (excluding VAT) must be provided for the following:
The Embassy’s budget for the contract will be dependent on the yearly budget allocation from MFA Oslo, approximately 100 000NOK – 120 000NOK per year.
Prices must be provided for a monthly basis, with details on approximately how many hours of work included per month.
