Better Functioning of the Centers for Social Workwith the Support of the Kingdom of Norway / Bolje funkcionisanje centara za socijalni rad uz podršku Kraljevine Norveške

Through the “Norway for you – Serbia” project, the Kingdom of Norway provided support to the Ministry of Labour, Employment, Veteran and Social Policy in developing the Assessment of Organizational and Functional Offset of the Centres for Social Work and Professional Competencies of Employees in Centres for Social Work in the five elected local self-governments. With this analysis, the third phase of the broader projects "Empowering centres for social work in the territory of the Republic of Serbia" implemented by the Ministry in order to improve the social protection system throughout the country, was successfully completed. / Kroz projekat „Norveška za vas – Srbija“, Kraljevina Norveška pružila je podršku Ministarstvu za rad, zapošlјavanje, boračka i socijalna pitanja u izradi Procene organizacione i funkcionalne kompatibilnosti centara za socijalni rad i profesionalnih kompetencija zaposlenih u centrima za socijalni rad u pet izabranih lokalnih samouprava. Izradom ove analize, uspešno je završena treća faza šireg projekata „Osnaživanje centara za socijalni rad na teritoriji Republike Srbije“, koji Ministarstvo sprovodi u cilju poboljšanja sistema socijalne zaštite u celoj zemlji.

Minister of Labour, Employment, Veteran and Social Policy Zoran Đorđević said that one of the priorities is strengthening the centres for social work, as well as improving the quality of work of the employees and providing services to the beneficiaries.

"All our activities are aimed at achieving the conditions necessary for normal life of all citizens of Serbia, which also includes assistance to employees in centres for social work and users of its services. Through this assessment, we received a number of recommendations related to the reorganization of work in the centres for social work and professional competencies of the employees, which laid the foundations for the reorganization of work in all centres for social work in the entire system of social protection," Minister Đorđević said.

In addition to the improvements directly related to the employees in the centres for social work, this analysis also proposed the establishment of specialized regional centres, as well as the establishment of a central human resources service. The fourth phase of the project implemented by the Ministry will include the implementation of proposals for measures to improve social protection, as well as infrastructure work in centres for social work that will improve their functioning.

"Through the social protection system, help is given to the people who are the most vulnerable. But the essence of this analysis is to help employees in the social care system who provide help to ones in need. In Norway, we have been working for years in improving social care and we are still learning, because there are always aspects that can be better, "said the Ambassador of the Kingdom of Norway Arne Sanes Bjørnstad.

The assessment worth 96,000 Euros was carried out in five centres for social work - Kučevo, Kovin, Leskovac, Mali Zvornik and Trstenik - and included an analysis of the organizational and functional structure, the work load and professional competencies of employees, and made recommendations for improvement.
"I am pleased that the assessment shows that Serbia has a well-organized social protection system, with highly motivated and quality professional personnel. I believe that the recommendations for improving the system in the future will contribute to even better services for citizens," UNOPS Serbia Head of Programme Marko Vujačić said.

Ministar za rad, zapošlјavanje, boračka i socijalna pitanja Zoran Đorđević rekao je da je jedan od prioriteta osnaživanje centara za socijalni rad kao i pobolјšanje kvaliteta rada zaposlenih i pružanja usluga korisnicima.

„Sve aktivnosti usmerene su ka ostvarivanju uslova potrebnih za normalan život svih stanovnika Srbije, što podrazumeva i pomoć zaposlenima u centrima za socijalni rad kao i korisnicima njihovih usluga. Kroz projekat smo dobili veliki broj preporuka u vezi sa reorganizacijom načina rada centara za socijalni rad i profesionalne kompetencije zaposlenih, čime su postavlјene osnove za reorganizaciju posla u svim centrima za socijalni rad u celokupnom sistemu socijalne zaštite“, rekao je ministar Đorđević.

Osim unapređenja direktno vezanih za zaposlene u centrima za socijalni rad, ovom analizom je predloženo i osnivanje specijalizovanih regionalnih centara, kao i formiranje centralne službe za lјudske resurse. Četvrta faza projekta koje sprovodi Ministarstvo, podrazumevaće implementaciju predloga mera za pobolјšanje socijalne zaštite, kao i infrastrukturne radove u centrima za socijalni rad koji će unaprediti njihovo funkcionisanje.

“Kroz sistem socijalne zaštite, pomoć je potrebna ljudima koji su najugroženiji. Ali, suština ove analize je da pomogne zaposlenima u sistemu socijalne zaštite koji drugima pružaju pomoć. U Norveškoj smo radili godinama na unapređenju socijalne zaštite i još učimo, jer uvek postoje aspekti koji mogu biti bolji”, rekao je ambasador Kralјevine Norveške Arne Sanes Bjornstad.

Analiza vredna 96.000 evra sprovedena je u pet centara za socijalni rad - Kučevo, Kovin, Leskovac, Mali Zvornik i Trstenik – I obuhvatala je procenu organizacione i funkcionalne strukture, obima posla i stručnih kompetencija zaposlenih, a dala je i preporuke za unapređenje.

“Drago mi je što analiza pokazuje da Srbija ima dobro organizovan sistem socijalne zaštite, sa visoko motivisanim i kvalitetnim stručnim kadrom. Verujem da će preporuke za unapređenje sistema u budućnosti doprineti još boljim uslugama za građane”, rekao je šef programam Kancelarije Ujedinjenih nacija za projektne usluge UNOPS Marko Vujačić.

Projekat “Norveška za vas - Srbija” ima za cilj da doprinese ravnomernom društveno-ekonomskom razvoju u Srbiji kroz povećanje mogućnosti zapošljavanja, posebno ranjivih i marginalizovanih grupa, podršku socijalnoj koheziji, unapređenje lokalne infrastrukture i uspostavljanje okvira informacione bezbednosti elektronske uprave u Srbiji. Projekat finansira Kraljevina Norveška sa 4,27 miliona evra, a aktivnosti na terenu sprovodi Kancelarija Ujedinjenih nacija za projektne usluge (UNOPS).
