GRP – NDFP conclude 3rd round of talks in Rome

The Philippine government (GRP) and the National Democratic Front of the Philippines (NDFP) successfully concluded another round of talks after both panels signed a joint statement highlighting agreements on major agenda points on 25 January 2016 in Rome, Italy.

Both parties are positive about the outcome of the meetings after reaching consensus on their announced common agenda during the 18 January opening ceremony. The results include the signing of the supplemental guidelines of the Joint Monitoring Committee (JMC), which enhances the implementation of the CARHRIHL agreement. The parties also agree on accelerating the negotiations by establishing teams that will work in the Philippines between the negotiation rounds.

‘I commend both parties for the constructive talks, and the successful conclusion of the 3rd round of negotiations,’ says Ambassador Erik Førner. ‘This development brings us a step closer to the resolution of the conflict.’

The parties have agreed to work towards a bilateral ceasefire that shall replace the unilateral declarations. The GRP and the NDFP also agreed that the fourth round of formal talks will take place in Oslo on 2-6 April.

Norway has been the third-party facilitator for the GRP-NDFP peace process since 2001. The armed conflict between the Philippine government and the communist movement has lasted for 48 years.
