Discussion point 1: Global trends and specific opportunities and challenges faced by Member States

Statement delivered by Government representative of Norway, Ms. Marthe Eikeskog

Thank you Chair. I am speaking on behalf of the Government of Norway.

There is a need for member states to recommit to the fundamental principles and rights at work. Effective realization is not achieved by ratification of the core conventions alone. Effective implementation is essential, and it is still a major challenge. To tackle this implementation gap, we should enhance the promotion of freedom of association and collective bargaining.

 

We as governments play an important role in this regard. Governments must initiate social dialogue at the national level. The involvement of the social partners in discussions on all the important aspects of work, not only issues related to wages, is necessary. Creating an enabling environment for employers and workers to organise is of particular importance in the informal and rural economies.

 

Looking ahead, activities undertaken in the ILOs Future of Work Initiative show rapid evolution in the organization of work and production, driven by several forces in an increasingly globalized economy. These developments are reflected in the increase in “non-standard” forms of work and emergence of new forms of employment. This calls for innovation from the social partners in order to ensure that all workers and enterprises are adequately represented in the social dialogue.
