Statement on the Address by the OSCE High Commissioner on National Minorities

As delivered by Minister Counsellor Knut-Are Sprauten Okstad at the Permanent Council, Vienna, 30 October 2025

Mr. Chair,


We join the other states in welcoming the High Commissioner of National Minorities
Christopher Kamp back to the Permanent Council and thanking him for the
comprehensive report.


Norway fully supports the mandate of the High Commissioner on National Minorities
and appreciates the institution’s vital role in promoting peaceful and inclusive societies.
We recognize the value of the tools and recommendations developed to assist
participating States in fostering sustainable integration of diverse communities.


The High Commissioner’s efforts to identify, depoliticize, and address the root causes of
ethnic tensions remain essential to long-term stability. Safeguarding minority rights
must remain a tool for inclusion and stability—not a pretext for conflict.
