Background: Carbon Capture and Storage (CCS) is entering a new era with new European projects maturing. The Norwegian project on capturing, shipping and storing the CO2 of a waste incinerator and a cement plant deep under the North Sea is one of the CCS-projects currently under development in Europe. The Commission Communication on long-term emission reductions, “A Clean Planet for All”, refers to the Norwegian project (p. 189 of the in-depth-analysis), and presents CCS as one of seven strategic building blocks. The IPCC Special Report on Global Warming of 1.5°C reaffirms that CCS needs to be deployed at a large scale globally in most scenarios.
