Administrative and accounting officer

Vacant position: administrative officer at the Permanent mission of Norway to the Council of Europe, Strasbourg

The Permanent Mission of Norway to the Council of Europe in Strasbourg is seeking a locally employed administrative officer for accounting and other administrative and practical tasks. The position is permanent, starting on 1 September 2024 or upon agreement.  

The Council of Europe is the most important regional organization for promoting human rights, democracy, and the rule of law in Europe. The Council of Europe plays a pivotal role in creating stability, counteracting conflicts, and building democracy in the 46 Member States. The main tasks of the Permanent Mission of Norway are to promote Norwegian interests in the Council of Europe and to facilitate the participation of Norwegian representatives in the work of the organization.  

There are currently three diplomats from the Ministry of Foreign Affairs and four local employees at the Permanent Mission of Norway.  

The Permanent Mission of Norway is searching for a flexible person who will contribute to most of the Mission’s fields of work of an administrative nature, but with primary responsibility for the Mission's finances and accounting, ICT, as well as administration of buildings/housing.  

Tasks  

  • The Mission's financial officer. Will be responsible for procurement, disbursements and keeping the Mission's accounts - under the supervision of the Deputy Permanent Representative.  
  • ICT System Administrator 
  • Reception and switchboard operator 
  • Administration of the Mission's buildings/residences/offices 
  • Driver assignments  
  • Assist other local employees in various tasks under their responsibility 
  • Support at political visits and events  
  • If necessary, the position holder may also be assigned to other tasks at the Permanent Mission  

Qualifications  

  • Accounting qualifications or experience in keeping accounts for a company or organization  
  • Very good written and oral skills in French and English  
  • Good knowledge of Norwegian or other Scandinavian languages will be considered an asset. 
  • Good ICT skills  
  • Category B driver's license  
  • Experience in an international field or the Council of Europe's areas of work will be considered an advantage  
  • Experience in housing administration will be considered an asset

Terms and Conditions  

  • Salaries are determined according to qualifications, in the range of 40,000 – 50,000 Euro gross per year  
  • The position is regulated by French law, but income from the Norwegian State in France is taxed in Norway for those who are not French citizens.
