Vacancy for a position as Program Officer at the Royal Norwegian Embassy, Amman Office

The Royal Norwegian Embassy in Amman is recruiting a full-time position as a Program Officer starting 1st of July 2024.

The Norwegian Foreign Service has a worldwide network of around 100 embassies and consulates representing Norwegian interests. The Royal Norwegian Embassy in Amman opened in July 1994. The Embassy is in Abdoun, in the western part of Amman.

We are recruiting a full-time position as a Program Officer starting 1 July 2024. An earlier start date may be agreed. The position is permanent after completing a successful probation period of three months.

Tasks include:

  • Managing the Grant Management Portfolio (planning, assessing, monitoring, and closing our projects) of the Norwegian Embassy in Amman.
    • Assess and analyze applications, including the result frameworks, as well as risk and mitigation measures.
    • Review budgets and ensure these are sufficiently detailed for analysis.
    • Prepare decision documents and draft agreements.
    • Review and assess progress, final narrative, and financial reports in comparison with approved planned activities, budgets and results framework attached to signed agreements.
    • Participate in the drafting of reports, analysis, talking points, briefing materials, speeches, and other documents relevant to the portfolio. 
  • Develop and maintain relations with an extensive network relevant to the grant management portfolio. This may include local partners, senior government officials, parliamentarians, Ministries - and State institutions, Government bodies, civil society organizations, journalists, academics, and UN organizations.
  • Participate and represent the Embassy in conferences, seminars, meetings, and other events.
  • Advise the staff on political developments and identify relevant stakeholders in various fields. 
  • Follow and report on aid- and development coordination in Jordan.
  • Perform other tasks as required, including travel.

The Head of Mission can change the duties of the position if necessary.



  • Must have a university degree in Business Administration, Development Aid, Relief Assistance, Economy, or any other relevant studies. (Master level is a plus)
  • Must have experience from the position's subject area (refers to the tasks in the position - e.g., experience from development/humanitarian administration, reporting, working closely with partners, etc)
  • Should have minimum 8 – 10 years of relevant experience; as from international organizations, local or international NGOs, and embassies.
  • Must have a good understanding and experience of grant management and result management.
  • Must be fluent in English and Arabic and have excellent written and oral presentation skills in both languages.
  • Should have solid analytical abilities and an understanding of the political situation in Jordan and the region.

Terms and Conditions:

  • Competitive salary and benefits, salary paid in JOD.
  • The Norwegian Embassy strives to maintain a good and inclusive work environment.
  • Work week from Sunday through Thursday. Regular working hours from 0900-1630.
  • The Embassy provides health insurance for the local staff. Family members are not covered.
  • Local staff are required to pay income tax to both Jordan and Norway. Deductions are currently made for Norwegian tax, Social Security coverage and Health Insurance.
  • The trial/probation period is 3 months from the start date. During this time the mutual notice period is one month.
  • The Employee may not have a second job, secondary occupations, board memberships or other paid assignments that could hinder or otherwise affect the performance of his/her duties, unless expressed written consent has been given by the Head of Mission.
  • Annual holidays: Employees with an employment agreement with a duration of at least one year are entitled to 25 days of full paid leave, calculated pro rata.
