The Royal Norwegian Embassy in Abu Dhabi is responsible for handling application for student residence permits. Admission to a Norwegian university is a milestone in your future development and to be able to pursue this opportunity is important.
That said, due to the spread of Covid-19 the Norwegian Government has implemented extensive restrictions on entry into Norway.
As a result, foreigners who do not hold a valid residence permit in Norway will be rejected at the border and refused entry into Norway under provisions of a Norwegian law relating to the control of communicable diseases. Subsequently, entry visas are until further notice not being issued.
For more information on the entry restrictions to Norway, please visit the website of the Royal Norwegian Embassy in Abu Dhabi:

How to apply? The application center in Tehran reopens on May 26th for residence permit applications. Starting from that day you can submit your application for a student residence permit, but kindly note that you need to book an appointment directly with VFS Global.
Norway will remain closed for Schengen visa applications until further notice.
Start of studies this fall: Many of you have asked us if the universities will proceed with the academic year of 2020; roll over of admissions to next year, online teaching since you have transferred funds etc. These are important questions, and please contact your university to seek the necessary answers. Kindly note that, since most university staff are working from home it might take some time before you receive an answer.
