Restrictions on entry into Norway (COVID-19)

The Norwegian Government has implemented extensive restrictions on entry into Norway due to the spread of COVID-19. As a result, foreigners who do not hold a valid residence permit in Norway will be rejected at the border and refused entry into Norway under provisions of a Norwegian law relating to the control of communicable diseases. For the time being and until further notice, visas for visitors to Norway will not be granted.

Temporary closure of VFS’ Visa Application Centers for Norway:

Due to the extensive restrictions on entry into Norway, it will no longer be possible to submit applications for Schengen visas to Norway at VFS’ visa application centers. The application centers will still be open for submissions of applications for residence permits to Norway.

  • Do I need to cancel my visa if not travelling due to COVID-19?

Visas already issued will not be cancelled.

  • Can I get a refund?


For visas issued, the fee will not be refunded, as it is a processing fee.


Applications received by the Embassy before VFS closed for receiving Schengen visa applications will be processed normally, but visas will not be issued until the travel ban is lifted.

Applicants who need their passports, can ask for them to be returned. In such cases it is not necessary to cancel the application unless the applicant wants to. If the applicant needs to return the passport to the Embassy later for issuing of the visa, a new courier fee needs to be paid to VFS.

If the departure date is during the travel ban period, the Embassy will contact the applicant.

If the departure date is further into the future, the Embassy will keep the case pending.


Applications who are registered in the online application portal, but not submitted to VFS, will be refunded automatically. The applicant may also send the receipt from the application portal to get a refund sooner.

  • If I can’t travel now, can I get a multiple entry visa?

Visas are only issued based on the documentation provided. Multiple visas are only issued when the applicant documents that the criteria for multiple visas are fulfilled.

  • Do I have to pay a second time?

While issued visas cannot be cancelled, if the applicant decides to travel at a later time, and his/her visa has expired, the Embassy will refund the second application fee.


Applicants can continue to submit applications for residence permits to VFS, but no entry visas will be issued until the travel ban is lifted. Approved cases will be kept pending at the Embassy until the entry visa may be issued.
