Norwegian analysis of drug policy document presented at Commission on Narcotics Drugs’ side event

At a side event co-hosted by the Permanent Mission of Peru and the Permanent Mission of Norway, a paper titled “A Comparative Analysis of the 2009 and 2016 Drug Policy Documents” was presented and discussed. The document has been jointly produced by the Norwegian Ministry of Health and the Permanent Mission of Norway to United Nations in Vienna.

The 2019 ministerial segment of the CND will lay the foundation for the next (ten) years of drug policy. However, as the CND prepares for the approaching 2019 target date that was set by the 2009 Political Declaration (Article 36) – diverging views have been presented on the 2009 Political Declaration and Plan of Action and the 2016 UNGASS Outcome Document, and the role these documents play in the coming decade of international drug control. To support these debates, the document titled “A Comparative Analysis of the 2009 and 2016 Drug Policy Documents” provides a detailed analysis and comparison of the 2009 and 2016 documents.

In addition to introductory remarks and presentations from the Permanent Missions of Norway and Peru, the Vienna NGO Committee on Drugs also participated in the panel.
