In order to contract a marriage in Norway you must get a certificate of no impediment to marriage from the National Registry (tax office). This confirms that you fulfil the terms in order to contract a marriage.

... that you can apply for a "fiancé permit" if you want to get married in Norway?

If you intend to get married or enter into partnership during your stay in Norway, it is possible to apply for a "fiancé permit". If granted, you will be given a six months work and residence permit. During this period, marriage or partnership must be contracted. If you do not get married during this period, you must leave Norway. More information is available from the Directorate of Immigration.
