...that there is a law governing the form and use of the Norwegian flag?

Colour coding for the Norwegian merchant flag according to the Pantone colour system is Red: PMS 032 U, Blue: PMS 281 U, and according to NCS codes: Red: S 0570-Y90R or S 1070-Y90R, Blue: S 5040-R70B or S 6030-R70B.

The form of the flag is described in the Act relating to the Flag of the Realm of Norway
