The Storting has decided that adults shall have a statutory right to compulsory schooling and upper secondary schooling and that the education must be adapted to the individual needs. The municipality has the responsibility for primary and lower secondary education for adults. They are also responsible for Norwegian language classes with social studies for adult immigrants. The County authority is responsible for upper secondary education.
