There are a number of laws that regulate employment conditions in Norway. Some regulate all types of employment; others focus on specific occupational group agreements. The Working Environment Act includes regulations regarding employment, redundancy, resignation and payment of wages. The law applies to all organisations that employ one or more employees. There are exemptions and special regulations for shipping, hunting and fishing, military air traffic and agriculture.

...that you should have an ID card if you work in the building and construction industry?All enterprises, whether Norwegian or foreign, that perform work on building and construction sites are required to issue ID cards to their employees. ID cards must also be used by one-man enterprises (enterprises that do not have employees). Employees of foreign enterprises that operate in the same industry in Norway must also carry ID cards. If employees are hired through an agency, it is the recruitment agency that must ensure that the hired employees have been issued with ID cards.
