As witnesses to the Juba Peace Agreement, the Troika (Norway, the United Kingdom, and the United States) welcomes today’s launch of a workshop on implementation of the Juba Peace Agreement. Today’s event brings together women, youth, and representatives from all over Sudan to participate in a discussion about an issue important for their country’s future. We understand that these dialogues welcome Juba Peace Agreement signatories and non-signatories alike, and that while some important stakeholders in this process elected not to participate in today’s events, the door remains open for participation in the process.
It is important to note that the workshop beginning today will focus on how to effectively implement the Juba Peace Agreement. The Juba Peace Agreement represented a significant achievement that should be preserved. The lack of progress in implementing it quickly and effectively is a serious problem that must be remedied. It is especially important for communities outside of Khartoum affected by decades of conflict. For Sudan to achieve the stable and prosperous future its people deserve, the root causes of conflict must be addressed, and all its people must be empowered in an equitable way.
Troika partners remain committed to supporting the Sudanese people’s desire to advance their country’s democratic transition. We continue to collaborate with the Trilateral Mechanism (UNITAMS, AU, IGAD) and other international partners to facilitate progress in that direction under the Framework Political Agreement, which in our view remains the basis on which to establish a new civilian-led government to lead Sudan through a transitional period to free and fair elections. The workshop on JPA implementation that begins today marks another important milestone in that effort.
We continue to urge all Sudanese political and civil society actors to engage constructively in the process of reaching an agreement that allows the country to exit from the current political crisis.
بيان حول إنطلاق ورشة اتفاق سلام جوبا واكمال العملية السلمية
كشهود على اتفاقية جوبا للسلام، ترحب دول اعضاء الترويكا (النرويج والمملكة المتحدة والولايات المتحدة) اليوم بانطلاق ورشة عمل حول تنفيذ اتفاقية جوبا للسلام. فعالية اليوم تجمع نساء وشباب وممثلين من جميع أنحاء السودان للمشاركة في نقاش حول قضية مهمة لمستقبل بلادهم. نفهم بأن هذه الحوار يرحب بالموقعين وغير الموقعين على اتفاقية جوبا للسلام على حد سواء، وان بعض أصحاب المصلحة المهمين في هذه العملية اختاروا عدم المشاركة في أحداث اليوم، الا انه لايزال الباب مفتوحًا للمشاركة في العملية السياسية.
والجدير بالملاحظة أن ورشة العمل التي تبدأ اليوم ستركز على كيفية التنفيذ الفعال لاتفاقية جوبا للسلام. مثلت اتفاقية جوبا للسلام إنجازًا هامًا يجب الحفاظ عليه. وإن عدم إحراز تقدم في تنفيذها بسرعة وبفعالية تشكل مشكلة خطيرة يجب معالجتها. وتشكل أهمية خاصة للمجتمعات خارج الخرطوم المتضررة لعقود من الصراع. ولكي يحقق السودان المستقبل مستقر ومزدهر الذي يستحقه شعبه، يجب معالجة الأسباب الجذرية للصراع وتمكين جميع شعوبه بطريقة عادلة.
يظل شركاء الترويكا ملتزمين بدعم رغبة الشعب السوداني في دفع عجلة التحول الديمقراطي في بلادهم. وسنواصل التعاون مع الآلية الثلاثية (بعثة اليونيتامز والاتحاد الأفريقي، والايقاد) وغيرها من الشركاء الدوليين لتسهيل التقدم في هذا الاتجاه بموجب الاتفاق السياسي الإطاري، والذي لا يزال، في نظرنا، الأساس الذي يمكن عليه إنشاء حكومة جديدة بقيادة مدنية تقود السودان بفترة انتقالية تؤدي لانتخابات حرة ونزيهة. فان ورشة اليوم، والخاصة بتنفيذ اتفاقية جوبا تمثل معلما هامًا آخر في خضم هذه الجهود.
سنواصل في حث جميع الجهات الفاعلة السياسية والمدنية السودانية للانخراط بشكل بناء في عملية التوصل إلى اتفاق يسمح للبلاد بالخروج من الأزمة السياسية الحالية.
